As salaamu alaykum wa raHmatullaah.
We at Masjid Bilaal have not announced that Ramadhaan begins tonight. We are waiting for the moon to be sighted with a confirmed sighting either by our moon sighting committee or another reliable verified source. If it is not sighted than we are obligated to stick to the Sunnah and not fast a day of doubt. In accordance to the authentic Hadeeth: It was narrated from ‘Abd-Allaah ibn ‘Umar that the Messenger of Allaah (peace and blessings of Allaah be upon him) spoke of Ramadaan and said: “Do not fast until you see the new moon, and do not break the fast until you see it, and if it is covered then complete the month.” Narrated by al-Bukhaari, 1906; Muslim, 1080.

وروى الترمذي (686) والنسائي (2188) عَنْ عَمَّارِ بْنِ يَاسِرٍ رَضِيَ اللَّهُ عَنْهُ قَالَ : مَنْ صَامَ الْيَوْمَ الَّذِي يَشُكُّ فِيهِ النَّاسُ فَقَدْ عَصَى أَبَا الْقَاسِمِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ . راجع سؤال (13711) .
قال الحافظ في فتح الباري :
اسْتُدِلَّ بِهِ عَلَى تَحْرِيم صَوْم يَوْمِ الشَّكِّ لأَنَّ الصَّحَابِيَّ لا يَقُولُ ذَلِكَ مِنْ قِبَلِ رَأْيِهِ اهـ
Ammaar bin Yaasir said” Whoever fast a day which the people are in doubt about (whether the moon was sighted or not) then he has indeed disobeyed Abul Qaasim i.e. The Prophet.
Ibn Hajar said in Fathul Baaree: This is proof that is is prohibited to fast a day of doubt because companion would not say this from his own opinion!!
